MP. Alkhutabi holds a bachelor degree in Public Law in 1988. She worked as a Research Assistant at the University of Tikrit. She then resigned and worked as a lawyer for 20 years. In 2010 she ran for elections and she won representing Nineveh Governorate. She worked as the Chairperson of Women, Family, and Childhood parliamentarian Committee. In 2014, she won the elections representing Nineveh Governorate outside the quota. She also won in the 2018 Iraqi elections. She currently works on the legislation of the protection from family violence bill, and on repealing Article 398 of the Iraqi Penal Code, which discharges the rapist from penalty if he marries the victim. She is now Vice-Chairperson of the Committee on Women, Family and Childhood in the Iraqi House of Representatives. She is a member of the Network of Women Parliamentarians Network for Equality (Raedat), a founding member of the Forum for Women in Politics, and an observer member of the Reconstruction Fund for Liberated Areas.
